On behalf of Palo Alto Networks and our Service Academy hosts, welcome to the official event page for the 2024 Joint Service Academy Cybersecurity Summit (JSAC).

Founded in 2015, JSAC's mission has remained consistent: strengthen industry and government collaboration to defend against current and future cyber threats by leveraging the unique communities of the service academies. Over its history, the JSAC program has had the privilege of featuring Cabinet Secretaries, Members of Congress, Vice Chairman of the Joint Chiefs of Staff, and numerous Flag and General Officers from all branches of service.

Lieutenant General Steve Gilland commissioned into the United States Army upon graduation from the United States Military Academy in 1990. As an Infantry Officer, he served in a variety of tactical assignments in Air Assault, Armor, Mechanized Infantry, Ranger, and Special Operations units. He has served in the 24th Infantry Division (Mechanized), the 2nd Infantry Division (Mechanized), the 75th Ranger Regiment, the United States Army Special Operations Command, the 1st Cavalry Division, the 101st Airborne Division (Air Assault), the 2nd Infantry Division/ROK-US Combined Division, the III Armored Corps, and the United States Military Academy (USMA).

Lieutenant General Gilland has commanded at multiple levels throughout his career, most recently as Commanding General of the 2nd ROK-U.S. Combined Division in Korea. He has participated in numerous operational deployments to the Middle East, Africa, and Afghanistan.

Prior to assuming duties as USMA’s 61st Superintendent, he served as the Deputy Commanding General (Maneuver) of III Armored Corps, Fort Hood (known as Fort Cavazos since 2023), Texas. Lieutenant General Gilland holds a Master's Degree in Military Operational Art and Science from the Air Force Command and Staff College.

His awards include the Distinguished Service Medal (with two Oak Leaf Clusters); Defense Superior Service Medal; Legion of Merit (with two Oak Leaf Clusters); Bronze Star Medal (with three Oak Leaf Clusters); Defense Meritorious Service Medal; Meritorious Service Medal (with Oak Leaf Cluster); Army Commendation Medal (with five Oak Leaf Clusters); and the Army Commendation Medal (with V Device). He has earned the Combat Infantryman’s Badge, Expert Infantryman’s Badge, Ranger Tab, Master Parachutist Badge, Air Assault Badge, and the Military Free Fall Jumpmaster Badge.

Vice Adm. Craig A. "Clap" Clapperton is a native of Pittsburgh, Pennsylvania and is a graduate of Pennsylvania State University with a Bachelor of Science in Aerospace Engineering. He was commissioned in 1989 and designated a naval flight officer in 1991. In 2008, he earned a Master of Arts in National Strategy and Security Studies from the Naval War College with highest distinction and was a member of the college’s elite Stockdale group. He is a distinguished graduate of the Navy Nuclear Power Training Command and completed nuclear power training in 2010. In August 2022, Clapperton assumed duties as commander, Fleet Cyber Command, Navy Space Command, U.S. 10th Fleet, and Joint Force Headquarters Cyber (Navy).

Clapperton completed operational flying tours in both the A-6E Intruder and EA-6B Prowler, and has amassed over 2,800 hours in the Intruder, Prowler and EA-18 G Growler. His squadron assignments include tours with the Attack Squadron 34 (VA-34) Blue Blasters, Electronic Attack Squadron (VAQ-139) Cougars, and Wizards of VAQ-133.

Clapperton commanded the Shadowhawks of VAQ-141, the U.S. 6th Fleet and NATO command ship USS Mount Whitney (LCC 20), USS Theodore Roosevelt (CVN 71), and Carrier Strike Group Twelve. Additionally, he served as executive officer aboard USS Harry S. Truman (CVN 75). During his command tours, his ships and squadrons supported Operations Iraqi Freedom, Enduring Freedom, New Dawn, and Inherent Resolve, and operated in the Baltic, Black and Mediterranean Seas and Atlantic, Indian and Pacific Oceans.

During his tours ashore, Clapperton served as aide to Deputy Commander-in-Chief, U.S. Atlantic Fleet; flag lieutenant to Commander, U.S. 2nd Fleet/Commander Striking Fleet Atlantic; flight instructor, Prowler Fleet Replacement Squadron; on the staffs of the Supreme Headquarters Allied Powers Europe and Commander, Naval Air Force Pacific; Deputy Director, Operations, J3, U. S. Cyber Command; and Commander, Joint Task Force Cyber 10th Fleet.

Clapperton's awards include from each of his sea duty commands, the Battle E and Chief of Naval Operations Retention Excellence Awards. In September 2007, Clapperton was awarded the prestigious Admiral James Bond Stockdale Award for Inspirational Leadership.

Commander, Coast Guard Cyber Command

Rear Admiral John “Jay” Vann is the Commander of Coast Guard Cyber Command located in Washington, DC. He is responsible for conducting cyberspace operations in support of Coast Guard, Department of Homeland Security, and Department of Defense mission objectives.

Rear Admiral Vann recently completed duty as Deputy Commander, U.S. Coast Guard Personnel Service Center, where he oversaw execution of the Coast Guard’s human resource policies across the nearly 45,000 member active duty and reserve workforces. Prior to that, he completed a Military Fellowship at the Council on Foreign Relations.

Rear Admiral Vann previously served as Assistant Superintendent of the U.S. Coast Guard Academy, and Commanding Officer of Coast Guard Training Center Yorktown. A career operations afloat officer, he commanded Coast Guard cutters HARRIET LANE and ASSATEAGUE, and served onboard cutters ACTIVE, GALLATIN, and FORWARD. His assignments ashore have included operations, training and human resources staff positions. Rear Admiral Vann is a graduate of the U.S. Coast Guard Academy. He holds two Master’s Degrees, completed Joint Professional Military Education – Level II, and graduated from the Harvard University Graduate School of Education’s Institute for Educational Management.

Rear Admiral Vann is a permanent Cutterman, and an Honorary Chief Petty Officer.

Major General Heritage graduated from George Washington University in Washington, D.C. in 1990. He was commissioned through the Naval Reserve Officer Training Corps Program. He is an infantry officer by trade who has served with 3d Battalion, 8 th Marines; 3d Battalion, 2d Marines and was the Commanding Officer for 6th Marine Regiment in 2013. As a staff officer he has served as the current operations officer for II Marine Expeditionary Force (Forward) Iraq; Future Operations Officer, 2d Marine Division, Camp Lejeune, NC; current operations officer for III Marine Expeditionary Force, Okinawa, Japan and Deputy Commander, Marine Forces Cyberspace Command, FT Meade, MD.

His service in the supporting establishment and joint assignments include: Marine Barracks, Washington, D.C.; Commanding Officer Weapons Training Battalion, Camp Lejeune, N.C.; Program Analysis and Evaluation Division, Programs and Resources Department, Headquarters, U.S. Marine Corps; and most recently, Commanding General Marine Corps Recruit Depot San Diego and the Western Recruiting Region. His joint assignments include future operations planner Headquarters, U.S. Southern Command, Miami, FL and Deputy Director for Future Operations, J-3, U.S. Cyber Command, FT Meade, MD

In addition to The Basic School and Infantry Officers Course, Major General Heritage is a graduate of the Amphibious Warfare School, Marine Corps Command and Staff College, Joint and Combined Warfighting School (JPME II), the Army War College and Harvard Business School’s Advanced Management Program.

His personal decorations include the Defense Superior Service Medal, Defense Meritorious Service Medal, Legion of Merit with gold star, Meritorious Service Medal with four gold stars, Joint Service Commendation Medal, Navy and Marine Corps Commendation Medal, and Joint Service Achievement Medal.

Dr. Wanda T. Jones-Heath, a member of the Senior Executive Service, is the Principal Cyber Advisor for the Department of the Air Force comprised of the U.S. Air Force and U.S. Space Force. As the Principal Cyber Advisor for the DAF, her duties include synchronizing, coordinating and overseeing the implementation of the DAF Cyber Strategy and advising the Secretary of the Air Force on all cyber programs. She is responsible for overseeing cyberspace recruitment; resourcing and training of cyber mission forces, as well as assessing their readiness; overseeing acquisition; advocate for cyber investments; cybersecurity supply chain risk management; security of information systems and weapon systems.

Since entering civil service, Dr. Jones-Heath has held technical and leadership positions performing cyber operations and cybersecurity duties in communications units from the squadron to the wing level and she has served in headquarters units at the major command, agency, and Air Staff level. Her experience includes extensive joint and interagency work along with cross functional assignments with duties such as testing, assessments, lessons learned management, strategy development and other functions in organizations both within and outside of the communications field. Dr. Jones-Heath graduated from the University. of South Carolina in 1990 with a degree in Computer Science. She began her Civil Service career as a Palace Acquire Intern, Information Systems Specialist, in various functional areas. She moved to Headquarters Air Combat Command, Langley Air Force Base, Virginia, in 1993. There, she held positions responsible for policy and guidance for security and network systems. Prior to arriving at the Headquarters Air Force staff, Dr. Jones-Heath was the Program Manager for Mobility with the Defense Information Systems Agency. Dr. Jones-Heath led the effort to establish a Department of Defense Mobile capability to include. infrastructure.

Michael Sulmeyer

Dr. Michael Sulmeyer assumed the position as the Principal Cyber Advisor to the Secretary of the Army and the Army Chief of Staff on March 14, 2022. He is responsible for advising both the SA and CSA on all cyber matters, including issues of readiness, capabilities, and strategy.

Prior to his assignment as the Principal Cyber Advisor, Dr. Sulmeyer was the Director of the Rapid Vulnerability Review in the Office of the Depputy Secretary of Defense. Previously, he served as the Special Assistant to the President and Senior Director of Cyber Policy at the National Security Council. Prior to that, he was Senior Advisor to the Commander, U.S. Cyber Command.

Outside of government, Dr. Sulmeyer was the Director of the Cybersecurity Project at the Harvard Kennedy School's Belfer Center for Science and International Affairs. He has also taught at the University of Texas School of Lay and was a Senior Fellow at Georgetown University's Center for Security and Emerging Technology. Dr. Sulmeyer was a Contributing Editor to the national security block Lawfare and in the mid-1990s, he was the System Operator (SysOp) of The Summit BBS in Santa Barbara, California.

Project Manager, U.S. Army's Integrated Enterprise Network

COL Jay Shell serves as the Project Manager for the Army’s Integrated Enterprise Network (IEN). PM IEN is, responsible for modernization and lifecycle management of the Army’s information technology network infrastructure. In this role he leads a team of more than 500 globally disbursed Acquisition professionals funded with more than $3 Billion to deliver network modernization worldwide. COL Shell served in other strategic assignments in the Office of the Undersecretary of Defense for Acquisition and Sustainment as the Chief of Staff of the Defense Assisted Acquisition Cell, COVID-19 Ventilator Lead, Chief of Staff to the Chief Information Security Officer, and DoD Acquisition Cybersecurity Policy Coordinator where he coordinated the DoD’s support to the COVID-19 interagency response, helped restock Health and Human Services’ Strategic National Stockpile, expanded the nation’s domestic industrial base for key medical equipment, and wrote cybersecurity policy as part of the DoDI 5000 Acquisition reform.

Jay’s previous Acquisition Corps assignments include Product Manager for the Abrams Main Battle Tank program, with funding of over $9 Billion, where he oversaw the development, acquisition, fielding, and life cycle support of the Army’s Main Battle Tank, Executive Officer within Assistant Secretary of the Army for Acquisition and Sustainment, and Assistant Product Manager for Heavy Tactical Vehicles at the Detroit Arsenal.

Jay’s operational assignments include Brigade Executive Officer and Company Tactical Officer for the Corps of Cadets at the United States Military Academy, Company Commander, 1st Battalion, 4th Infantry, Hohenfels, Germany, as well as other company-grade assignments in 2nd Battalion, 63rd Armor, 10th Cavalry, and 1st Battalion, 12th Cavalry.

COL Shell holds an undergraduate degree from the United States Military Academy and masters degrees in National Resource Strategy, Business Administration, and Organizational Psychology from The Eisenhower School, The University of Phoenix, and Columbia University, respectively. Jay is married to the former Jenna Adams of Belton, Texas, who serves the Nation as a military spouse and a career Department of the Army Civilian. They reside in Alexandria, Va. with their two mixed-breed rescue pups, Lula and Betty.

Before joining Booz Allen as a Senior Executive Advisor for the National Cyber Platform, Stephen was a US Army Lieutenant General, serving 38 years on active duty. During his career, he spearheaded Army and Joint cyber, intelligence, and communications operations in a series of senior leadership positions, including as Commanding General of the U.S. Army Cyber Command, where he led a highly talented workforce of over 16,500 soldiers, Department of the Army civilians, and contractors collaborating with government, commercial, and international mission partners to conduct persistent defensive and offensive cyber operations, information warfare operations and IT operations enabling 1.1 million soldiers and civilians at 188 bases around the world. Previously Steve was the U.S. Central Command J2, commanded the U.S. Army Intelligence and Security Command and the US Army Cyber Center of Excellence, and was the Chief of Staff for U.S. Cyber Command. He successfully trained and deployed thousands of Soldiers, Sailors, Airmen, Marines, Department of Defense civilians, contractors, and international mission partners conducting global cyber, communications, and intelligence missions.

Vice President and General Manager, Army and Defense Agencies, GDIT

Garrett Yee currently serves as the Vice President and General Manager of the Army and Defense Agencies Sector. In this role, he is responsible for the successful operation, execution, and management for GDIT’s Army and Defense Agencies mission programs. He leads over 3,000 employees with operations in 22 countries, implements effective employee and customer engagements, and focuses on improving service delivery in all major programs.

Garrett is a seasoned leader with over 20 years of experience specializing in executive leadership, customer engagement, team building, performance improvement, and productivity optimization.

Prior to GDIT, Garrett served in the U.S. Army retiring as Major General. In his final assignment with the Army, Garrett served at the Defense Information Systems Agency (DISA) where he helped to lead a global organization of approximately 8,000 military and civilian personnel who plan, develop, deliver, and operate joint, interoperable, command and control capabilities and a global enterprise infrastructure in direct support of the president, secretary of defense, joint chiefs of staff, combatant commanders, Department of Defense components, and other mission partners across the full spectrum of operations.

Prior to his assignment at DISA, Garrett served as the Military Deputy to the Army CIO/G-6 and Senior Information Security Officer in the Office of the Chief Information Officer (CIO)/G6, Headquarters, Department of the Army in the Pentagon.

Garrett holds a bachelor’s degree from Santa Clara University, a master’s degree in strategic studies from the U.S. Army War College, and a Master of Business Administration degree from Golden Gate University.

Dr. Phyllis Schneck is Vice President and Chief Information Security Officer for Northrop Grumman where she oversees the company’s global cybersecurity strategy and policies and is responsible for the digital security of the company’s products, services, and infrastructures.

Dr. Schneck has 20 years of government and private-sector experience in senior cybersecurity positions including managing director and global leader of Cyber Solutions at Promontory, a division of IBM, Deputy Undersecretary for Cybersecurity and Communications for the Department of Homeland Security and Chief Technology Officer for the global public sector at McAfee.

Throughout her career, Phyllis has led cybersecurity practice, responses to cybersecurity threats against corporations, civilians and the government, the transformation of signature technology, the development of real-time cyber threat intelligence and analytics and cybersecurity policy position.

Dr. Schneck was also a member of the Center for Strategic and International Studies Commission on Cybersecurity as part of the 44th President’s administration, Chairman of the Board of Directors of the National Cyber-Forensics and Training Alliance, Vice Chairman of the National Institute of Standards and Technology’s advisory board on information security and privacy, and national chairman of the board of directors of the FBI’s public private InfraGard program. She has briefed and worked with several foreign governments to form partnerships with the U.S. for information sharing, infrastructure protection, and cybersecurity. Dr. Schneck holds several information-security and technology patents.

Dr. Schneck also earned her doctorate in computer science from the Georgia Institute of Technology, as well as both a master’s in computer science and a bachelor’s in computer science and mathematics from the Johns Hopkins University.

Marene Allison retired Chief Information Security Officer for Johnson & Johnson, has had over 30 years of corporate risk and security responsibilities that have included not only J&J but also Medco Health Solutions, as their Chief Security Officer. Head of Global Security for Avaya communications where she worked on securing the World Cup Network in Korea and Japan in 2002 and Vice President of Loss Prevention and Safety for the Great Atlantic and Pacific Tea Company. Before joining the corporate world, she served as a Special Agent in the FBI. Marene is a graduate from the United States Military Academy at West Point, in the first class of women and served in the Army as a Military PoliceOfficer. She has served on the Defense Advisory Committee on Women in the Services appointed by the Secretary of Defense and the Overseas Advisory Committee appointed by the Secretary of State. She served on the Health ISAC Board of Directors and is a founding member of West Point Women and currently serves as their President. She is an advisor to CISA/DHS on national resiliency. She and her husband operate an organic blueberry farm and are currently the largest producers of organic berries in Madison County Florida.

Pete Kim is the Executive Director for Cyber Threat Operations for RTX, responsible for protecting the enterprise from cyber attacks and managing cybersecurity risks across international operations. In his current role, Pete also builds relationships with key stakeholders across the cyber industry, from both the private and public sectors. Pete was formerly the Chief Information Security Officer for Raytheon Missiles & Defense.

Pete is a retired United States Air Force Colonel and former Air Force Senior Executive Service member who advanced military cyber operations in the Department of Defense, United States Cyber Command and the United States Air Force.

Prior to joining Raytheon in 2018, Pete was the first Air Force Chief Information Security Officer after successfully leading a global cybersecurity task force for the Chief of Staff of the Air Force in 2015 that pioneered cyber defense concepts for Air Force missions and weapon systems. As the first Air Force CISO, he established cybersecurity policies and compliance programs and oversaw the execution of global cybersecurity programs and operations for Air Force missions around the world.

Pete currently advises several cybersecurity startups and is on the board of two cyber non-profits, the Arizona Cyber Threat Response Alliance, and AZ Cyber Initiative.

On-site Transportation
Transportation while at the event will be up to the participant. Unlike JSAC 2023, no official programming will be on campus so if you wish to visit the base it will be up to you to get all appropriate visitor’s documents/approvals needed.

Getting to West Point
Car | You are welcome to arrive by car, but please note parking at The Thayer can be limited. Please let us know in registration if you are planning to arrive by car. If you are needing to book a private car, we recommend going through RMA.

Bus | Short Line Bus offers daily bus service from the New York City Port Authority, near Times Square in midtown Manhattan, to the West Point Visitors Center; one-way trip takes 1 hour 40 minutes and costs approx $15. Short Line also has day trip packages with sightseeing and local discounts.

Railway | Metro-North has rail service from Grand Central Station in mid-town Manhattan, up the east bank of the Hudson (West Point is located across the river on the west bank of the Hudson) . If you don’t have a car, get off at Peekskill where cabs are often waiting. You may want to call to reserve a Highland Falls or Peekskill cab. Driving time from Peekskill to West Point is approximately 20 minutes.

Rideshare | Rideshare heading to West Point from major cities are readily available but availability while at West Point is extremely limited and unreliable.

JSAC 2024 is scheduled to take place at Thayer Hotel at United States Military Academy in West Point, New York. Please note, any base access requirements will need to be managed on your own, as all programming will be inside the Thayer Hotel, not on base.

No, all event programming will take place at Thayer Hotel. Any transportation between The Thayer Hotel, Holiday Inn Express and campus will be up to the attendee.
